Lever action is popular in older style western rifles, but they exist in shotgun and even pistol forms. The reason it was popular for so long, was because it was so effective. Not only can people fire nearly as fast as a semi-automatic, but fixed magazine weapons like this, allow load-as-you-go. You can fire and add rounds in while walking, and never run out of ammo.
The same rules as apply to other guns: you can carry more than one. While rifles (and lever actions) are rarely used by mass shooters, that's just because they don't need the size/range advantages that a longer barrel has. The point is if you took away other kinds of weapons, you could still mow down dozens of people with one of these, no problem. Add in a couple spare guns as backup -- and they can do horrendous amounts of damage. This is why many massacres happened with this kind of weapon in the past. Though, most of those were done by the government using them against Native Americans.

Reload Times There's a fallacy amongst the ignorant that limiting magazines to 10 rounds will help against mass shooters. If only.
Removable Magazines Magazine limits can't help, mass shooters haven't been disarmed reloading, because reloading magazines is too quick.
Fixed Magazines There's virtually no difference in reloading removable or fixed magazines, outlawing the former is just an annoyance.
Revolvers There's almost no difference in reloading removable or rotary magazines, magazine limits only annoy the law abiding.
Pump Action Pump actions are fast, easy, and easy to make.
Lever Action Lever actions are as fast (rate of fire) as a semi-automatic, but more compact/reliable, with just a little skill.
Bolt Action Bolt Actions can dump 38 shots per minute, hitting a target at 300 yards. Explain how slowing shot placement is a net win.
Break Action You can reload a break action gun faster than someone can charge. Let alone if you had a spare gun.
