You can use either: Special:Upload - or - Special:BatchUpload But the bulk (batch) upload is a lot easier (less tedious), assuming there's more than one image.

How to import/upload a memes page (a bunch of memes):

1. Create Landing Page
2. Export Old Images
3. Batch Upload New Images
4. Test/Validate

Batch Upload New Images

1. First setup the metadata so that the images will automatically be added.
2. Drag-and-drop images into import
3. Wait for it to complete
4. Walk each new link, and add the metadata (description) for the Meme.

Test/Validate

1. Go to the Landing Page to validate that it's working
