James Curley (Boston Mayor) drove out rational voters with divisive populism that secured his position over a corrupted city.
James Michael Curley, a four-time mayor of Boston, used wasteful redistribution (to his poor Irish constituents) to buy votes, then his incendiary rhetoric/policies to encourage those of means or wisdom to flee the city, thereby shaping the electorate in his favor. Boston stagnated, the people suffered, but the chickens kept voting for Colonel Sanders (e.g. Curley kept winning elections).

The Curley effect is inefficient redistributive policies pushed by incumbent politicians to shape the electorate through emigration of their opponents or reinforcement of class identities. In other words, California (and the lefts) political model.
